Release: Nginx Daemon v2.1.3-nginx 
- move nginx-daemon managed site configs to `/etc/nginx/gateway/conf.d`
- move nginx-daemon managed htpasswd files to `/etc/nginx/gateway/htpasswd`
- validate and reload nginx with the configured global config path instead of relying on implicit defaults
- align the installer and daemon defaults with the new Gateway-owned nginx directory layout
